Traditional radar transmits, and every transmission is a beacon. Anti-radiation missiles home on it. ELINT receivers locate it. In contested environments, the sensor becomes the target the moment it powers on.
Passive radar inverts the problem. Instead of broadcasting its own pulses, it listens for the reflections of signals already in the environment: LEO satellite downlinks, broadcast television, cellular base stations. The illuminator is somewhere else. The receiver is invisible.
The result: persistent wide-area surveillance with no transmission signature, no spectrum licensing, and no obvious target for a counter-strike.
